Discaya and her husband, Pacifico “Curlee” Discaya, have been linked to multiple ghost flood control projects through their company, St. Timothy Construction. Reports indicate that the company received substantial funds from the Department of Public Works and Highways (DPWH), raising concerns about the legitimacy of these projects.
