Kerala 25-year urban plan unveiled a visionary roadmap aiming to transform the South Indian state’s cityscapes with sustainable, inclusive, and globally competitive urban development. Announced at the Kerala Urban Conclave in Kochi, the state is drafting its first-ever comprehensive urban policy incorporating insights from UAE experts and Dubai’s world-class growth strategies.

Drawing Inspiration from Dubai’s World-Class Urban Model

Local Self-Government Minister M.B. Rajesh, impressed by Dubai’s infrastructure, efficient transport, and sustainable planning, emphasized Kerala’s ambition to develop modern cities that celebrate inclusivity and resilience. The state already undertakes transformative infrastructure efforts, such as road widening projects, striving to emulate global standards of connectivity and urban mobility.

Integrating UAE Expertise with Kerala’s Unique Urban Fabric

Climate Resilience, Inclusivity, and Advanced Governance

The policy draft, shaped by over 300 recommendations, targets climate-adaptive infrastructure, active participation of marginalized groups, digitization, and PPP-driven projects. A new professional urban governance cadre will be developed to deliver services aligned with international benchmarks.

New Urban Hubs Across Kerala’s Districts

Kerala’s urban future includes specialized hubs—for knowledge, finance, literature, industry, education, health, and fashion—spread across districts like Thiruvananthapuram, Ernakulam, Kozhikode, and Kannur. These efforts aim to create balanced urban spaces that connect global aspirations with local identities.

Minister Rajesh highlighted, “Our collaborations with UAE experts and Kerala’s consultative planning will set a globally competitive, people-centric urban model. In 25 years, Kerala aims to rival cities like Dubai in excellence, inclusivity, and sustainability.”
