The changes aim to elevate teaching quality, reduce staff turnover, and give students a more stable learning environment.
Appointment Notice System: Teachers and principals are now issued an official Appointment Notice upon joining a school, formalizing their commitment to only one institution at a time. Transfers between schools can only take place at the end of a term or semester, curbing mid-year disruption.
Stricter Recruitment Checks: Schools must conduct thorough checks: verify all qualifications and experience, run global background and criminal checks, and review candidates’ online presence and reputation before interviews.
Safeguarding and Professional Conduct: All staff must demonstrate ethical behavior, responsible social media use, cultural sensitivity, and must sign the KHDA-approved Code of Conduct.
Deregistration: KHDA now formally bars teachers/principals from future employment in all Dubai private education institutions for serious or repeated offenses—ranging from child protection breaches to criminal convictions or unethical online conduct.
Exit Survey: Departing teachers must complete a KHDA exit survey, enabling the authority to track causes of staff turnover and refine school policies
Comprehensive Vetting: Before interviews, schools must check the deregistration list, collect two references (including one from the most recent employer), verify all qualifications, and check online activity.
Panel Interviews: Every interview panel must include the school principal, recruiters trained in safeguarding, and subject specialists for relevant roles.
Eligibility Documents: Teachers need a valid UAE residence visa, fully attested qualifications meeting UAE standards, police clearance, and a signed contract before starting.
Compliance Timeline: All newly appointed teachers must immediately meet KHDA requirements, while existing teachers have until September 2028 (or April 2029 for April-session schools) to comply if remaining with their current employer.
