The UAE Central Bank’s directive that all domestic gold and silver trading clear through the Dubai Gold & Commodities Exchange (DGCX) and its clearing house, DCCC, firmly integrates these reforms into market operations. This creates a streamlined, regulated environment with robust KYC protocols, enhanced due diligence, and responsible sourcing controls that bolster anti-money laundering and counter-terrorism financing standards.
The FATF grey-listing period cost the UAE billions in potential capital inflows, estimated between $50 billion and $116 billion due to compliance concerns. Preventing any return to this list remains critical for economic and reputational reasons, evidenced by the Ministry of Economy’s strict enforcement actions against non-compliant refineries.
