Dubai Strengthens Higher Education Sector With New KHDA–TECOM Partnership

Dubai KHDA TECOM higher education partnership 2025 marks a strategic move to bolster the emirate’s status as a global learning hub. Dubai International Academic City and Dubai Knowledge Park—both part of TECOM Group PJSC—have joined forces with the Knowledge and Human Development Authority (KHDA) to advance Dubai’s higher education ecosystem, aligned with the Dubai Economic Agenda (D33) and Education 33 (E33) Strategy.

The partnership, formalized during The Knowledge Assembly event, involves KHDA, Dubai International Academic City, and Dubai Knowledge Park. Key signatories included HE Aisha Miran, Director General of KHDA, and Abdulla Belhoul, CEO of TECOM Group. The agreement was signed by Dr Saeed Mubarak Kharbash (KHDA) and Marwan Abdulaziz Janahi (TECOM).

The collaboration aims to attract top global talent, strengthen research, entrepreneurship, and innovation, and enhance student education aligned with Dubai’s vision as a future-ready city. Joint outreach initiatives like the Study Dubai campaign will bring international universities and vocational training institutions onboard.

A highlight of the agreement is the launch of the Higher Education Leadership Network, a platform designed to foster strategic alignment, partnership, and thought leadership across Dubai’s higher education landscape. The network will enable collaboration between universities, industry, and government to further economic and social goals.

The Knowledge Assembly also served as a forum for academic, government, and industry leaders to discuss the role of higher education in economic growth and workforce preparation, featuring speakers from diverse institutions and startups.
