Dubai Municipality new planning standard for early childhood centres marks a key step in boosting education quality and optimizing land use throughout the emirate. The updated guideline now permits centres to add a first floor dedicated to administrative and service operations, alongside a building coverage ratio of up to 45%—benefiting investors and enhancing facility capacity without extra costs.​

This change forms part of the Dubai Urban Master Plan 2040 and supports the city’s vision for world-class, future-focused educational infrastructure. New requirements specify one parking space per classroom, an additional space for every 50 square meters of office area, and bus space for every three classrooms, while all buildings must keep a minimum three-metre setback on all sides to ensure safety and urban aesthetics.

Developed in collaboration with KHDA and the Knowledge Fund, the new planning standard follows detailed studies of Dubai’s early education needs and strives to ease financial and regulatory pressure on centre operators. Eng. Nasser BuShehab, CEO of the Planning and Governance Sector, noted the move “reduces financial pressure on investors while enhancing Dubai’s position as a global city known for its quality of life.” Eng. Sanaa Al Alili, Director of Urban Planning, emphasized that the standard “increases capacity, optimizes land use, and enhances education quality without additional fees,” reinforcing Dubai Municipality’s commitment to sustainable urban growth and a thriving, innovative early education sector.
