Abu Dhabi

Employers in Abu Dhabi are legally obligated to provide health insurance coverage for their employees and, typically, their dependents, which includes one spouse and up to three children under the age of 18. This requirement is enforced by the Department of Health – Abu Dhabi (DOH)

Dubai

In Dubai, the Dubai Health Insurance Law mandates that employers provide health insurance for their employees. The law also extends to sponsors, who must provide health coverage for their dependents, including spouses, children, and domestic workers. The minimum coverage is defined under the Essential Benefits Plan (EBP), which ensures basic healthcare services are accessible.

Northern Emirates

As of January 2025, all private sector employees and domestic workers in the northern emirates—Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah—are required to have basic health insurance coverage. This mandate extends the existing health insurance schemes in Abu Dhabi and Dubai to the rest of the country.
