UAE Retail Sukuk initiative makes it possible for citizens and residents to directly invest in government-backed Islamic Treasury Sukuk from just Dh4,000. This landmark programme by the Ministry of Finance—unveiled October 23, 2025—opens the door to public participation in a market previously limited to banks and institutional investors.​

The Retail Sukuk will be offered via national banks (first bank details to be announced November 3, 2025), with Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and Minister of Finance, highlighting its mission to “empower individuals, promote a culture of saving, and develop investment instruments that enhance national development.”

The Sukuk gives individuals a direct, Shariah-compliant savings vehicle supported by the government, contributing to long-term fiscal stability and providing attractive alternatives to traditional deposits. The minimum investment of Dh4,000 ensures accessibility for a wide range of retail investors.​

By broadening access to government sukuk, the initiative also advances the UAE’s capital market development and financial inclusion goals. It complements recent Treasury Sukuk launches, which help build a transparent dirham-denominated yield curve and offer secure investment alternatives, while directly engaging the public in the nation’s economic growth.
