If you’re a Non-Resident Indian (NRI) residing in the UAE and lack a permanent address in India, you can now add your local UAE address to your Indian passport. This service, introduced in 2020, allows Indian expatriates to update their passport details to reflect their current residence abroad.
The change of address cannot be made in existing passports. You must apply for a new passport through BLS International Services UAE, the official outsourcing service provider of the Consulate General of India. You can either:
In-person: Visit any BLS service centre and request the EAP II form (Application Form For Miscellaneous Services On Indian Passport).
Online: Fill out the application form online at passportindia.gov.in. After completing the form, print it out and visit a BLS service centre to submit your application.
At the BLS centre, you’ll need to provide:
Your local UAE address, including emirate, street name, area, house number, mobile number, and email address.
An Indian address for police verification purposes. This can be your parent’s or relative’s address in India.
Police verification is a mandatory part of the process for Indian expatriates, as per India’s Ministry of External Affairs.
You’ll need to provide the following documents to prove your residency in the UAE:
Original valid passport.
Registered tenancy contract or title deed if you own the property. You must have stayed in that rented or purchased property for more than one year.
Valid Emirates ID.
A utilities bill (electricity and water) from the relevant authority in your emirate:
Dubai: Dubai Electricity and Water Authority (DEWA)
Abu Dhabi: Abu Dhabi Distribution Company (ADDC)
Sharjah: Sharjah Electricity and Water Authority (SEWA)
Other emirates: Etihad Water and Electricity (ETIHAD WE)
Your current passport.
Once your request is approved, you’ll receive both your previous and newly issued passports via courier.
The total cost of the service, including the courier fee, is:
Dh415 – if you use a standard BLS centre.
Dh650 – if you use the premium BLS lounges.
The processing time is approximately 10 to 15 working days. You’ll be notified via SMS when the process is complete.
