In response to a rise in electric‑scooter incidents, Dubai authorities have clarified the regulatory framework for riders of e‑scooters. The rules aim to enhance safety and ensure responsible use across the emirate.
Under Roads and Transport Authority (RTA) and Dubai Police regulations, the minimum age for riding an e‑scooter in Dubai is 16 years.
Riders must also obtain a free permit from the RTA. The application involves completing an online lesson and passing a short test.
E‑scooters must not exceed 20 km/h, and riders are required to wear helmets, appropriate footwear and clothing. Equipment standards include working front and rear lights, a fixed horn, road‑worthy tyres and functional brakes.
Foldable e‑scooters meeting specified size and weight limits may be carried on the Dubai Metro and Dubai Tram — provided they follow guidelines on dimensions and battery safety.
The RTA has designated specific lanes and areas for e‑scooter use, including Sheikh Mohammed bin Rashid Boulevard, Jumeirah Lakes Towers, Al Karama, Dubai Marina and others. Riders should check local signage for additional restrictions.
Violations attract significant penalties. Riding without a valid permit can incur a fine of AED 200. Carrying a passenger or riding in high‑speed zones may result in fines of AED 300. Parking in non‑designated spots or obstructing pedestrians/vehicles can also attract fines of AED 200.
Importantly, if a rider violates rules and is involved in an accident, insurance coverage may be void and other road users may have no recourse for compensation.
