Under the deal, Saudi authorities and Archer will work together to build a full regulatory and operational framework for VTOL aircraft in the Kingdom. This includes aligning certification and safety standards as closely as possible with those of the US Federal Aviation Administration, which is seen as a benchmark for global aviation oversight. The roadmap also features pilot test flights, infrastructure and airspace assessments, and public awareness campaigns to prepare residents and institutions for commercial services.

Officials say the aim is to enable phased commercial deployment, starting with limited routes and expanding as regulations, infrastructure, and public confidence mature. The focus will be on integrating air taxis into existing aviation and transport networks rather than treating them as a standalone novelty.

Captain Suleiman Al Muheimeed, Executive Vice President for Aviation Safety and Environmental Sustainability at the General Authority of Civil Aviation, said the partnership strengthens the regulatory and operational foundations needed to fold VTOL aircraft into the national aviation ecosystem. He framed it as a key part of Saudi Arabia’s advanced air mobility roadmap and its broader ambition to be a regional and global leader in emerging transport technologies.

Archer founder and CEO Adam Goldstein praised Saudi Arabia’s clear strategy and urgency in building a next-generation mobility ecosystem. He highlighted the potential to deliver sustainable, low-emission, and low-noise air transport to millions of people, reducing congestion on the ground and opening new options for urban and inter-city travel.
