DFSA VARA MoU 2025 marks a significant step in enhancing Dubai’s regulatory landscape for finance and virtual assets. The Dubai Financial Services Authority (DFSA), overseeing the Dubai International Financial Centre (DIFC), and the Virtual Assets Regulatory Authority (VARA), regulating virtual assets across Dubai outside the DIFC, have formalized a Memorandum of Understanding (MoU) to boost cooperation, oversight, and market integrity.

Signed at GITEX Global 2025 by Mark Steward, CEO of DFSA, and Matthew White, CEO of VARA, the agreement establishes a collaborative framework focusing on coordinated licensing, supervision, enforcement, and the strengthening of anti-money laundering (AML), terrorism financing, and proliferation financing controls. The MoU also guarantees timely regulatory information exchanges to enhance transparency and market confidence.

This unified regulatory approach aligns with Dubai’s goal to create a robust and well-regulated virtual asset ecosystem, reinforcing its status as a global finance and digital asset hub. Mark Steward emphasized the importance of continuous collaboration to develop Dubai’s virtual asset sector responsibly. Matthew White highlighted how the partnership bolsters Dubai’s commitment to regulatory clarity, investor protection, and market discipline, aiming to set global standards for innovation and integrity.

The agreement complements Dubai’s broader economic vision under the Dubai Economic Agenda D33, which prioritizes digital transformation and regulatory innovation to sustain financial and fintech growth. With Dubai recently ranked 11th globally and 4th among fintech centres in the Global Financial Centres Index 38 (GFCI), this DFSA-VARA collaboration further solidifies the city’s leadership in fostering responsible financial technology and digital asset markets.
